Request for Proposals: Comprehensive Land Use Regulation Ordinance (CLURO) Revision

The City of Mandeville is seeking proposals from qualified firms to update its Comprehensive Land Use Regulation Ordinance (CLURO). The goal of this project is to create a modern, enforceable, and user-friendly ordinance that supports economic development and a high quality of life while preserving the City's historical character and natural resources.

The selected consultant will be responsible for a range of tasks, including:

• Auditing the current development code and identifying outdated or ambiguous provisions.
• Aligning the CLURO with the "Mandeville Thrives 2045" comprehensive plan.
• Leading stakeholder and public participation throughout the process.
• Producing a final ordinance with supporting graphics and explanatory materials for clarity.

RFP Issue Date: September 24, 2025.

Proposal Due Date: October 29, 2025, by 4:00 PM CST.

Optional Pre-Proposal Meeting: October 2, 2025, at 10:00 AM CST in the Mandeville Council Chamber.
