The Finance Department manages the City of Mandeville’s financial operations, ensuring transparency, accountability, and fiscal responsibility. Our team oversees budgeting, accounting, procurement, and financial reporting, supporting City leadership in making informed decisions.
Key responsibilities include:
- Developing and managing the annual operating and capital budgets
- Recording and reporting financial transactions
- Coordinating short- and long-term financial planning
- Administering procurement processes and contracts
- Managing utility billing and occupational licenses
- Overseeing Mayor’s Court collections and financial reporting
- Evaluating and purchasing insurance for the City and its employees

Jessica Farno, CPA, serves as the City’s Finance Director. She joined the City of Mandeville in 2024 and brings experience in public accounting, with a focus on financial audits and consulting for local governments and public agencies across Louisiana. Her background gives her a strong foundation in public sector compliance, internal controls, and transparency.
